Harris County Housing Authority (HCHA) provides affordable housing programs to low-income families and individuals. It is the low-income housing and public housing authority of Harris County, Texas in Greater Houston and the headquarters are in southern Houston.
HCHA’s mission is to provide quality, affordable housing, and economic assistance to low-income residents. HCHA aims to become a leading housing authority committed to serving its residents by achieving recognition by:

Harris County Housing Authority Section 8 HCV Program
Harris County Housing Authority Section 8 is known as the Housing Choice Voucher Program. The HCV program allows low-income families to rent housing in the private market through federal funds provided by the U.S. Department of Housing and Urban Development (HUD).
Through the HCV program, the HCHA pays a portion of an eligible household’s rent each month directly to the property owner or manager. Qualified families can use their rental vouchers to rent a home or apartment from private property owners throughout Harris County.
To qualify for the HC Housing Authority Section 8 (housing choice voucher program), you must fulfill the eligibility requirements.
- Qualify for one of HCHA’s local preferences or be activated on the HCHA waiting list
- Must meet income limits specified by HUD
- Pass a criminal background check
